On March 15th, the Oakland City Council approved an exclusive negotiating agreement for the East 12th Street property with the development team of UrbanCore and EBALDC. However, because the City’s selection process has been plagued by a lack of transparency, it is unclear whether, under the state Surplus Land Act, the City properly prioritized the People’s Proposal developed by SAHA and the East 12th Wishlist Design Team.
