In this article, based on a leaked confidential legal opinion, Darwin Bond-Graham writes that Oakland City Attorney Barbara Parker advised city staff and council members of the illegality of a deal that was being negotiated for the development of a luxury housing tower near Lake Merritt in February of this year.

Public Advocates and staff attorneys David Zisser and Sam Tepperman-Gelfant are referred to in the article as having been among the attorneys who wrote a letter to the city earlier this year on behalf of Eastlake United for Justice community group sharing concerns about the deal, and the lack of affordable housing in the developer’s proposal for the parcel, which is city-owned land.
